I.The Articles of Confederation After the American War of Independence,the Congress of Delegates reached an agreement that set the plan of cooperation.The agreement was called the Articles of Confederation. The Articles of Confederation allowed all 13 states to handle collectively issues such as paying off the debts of the war,and establishing a money system,and dealing with foreign affairs. But the Articles of Confederation failed because the states refused to cooperate with the Congress. In May 1787,Congress convened in Philadelphia to discuss the changes to strengthen the Articles of Confederation. I.
