The Party established urban welfare system for employees, the unemployed and the disable and"five guarantees"system and relief system in rural areas, which form the social welfare system w aractenstics conceming relief, employment, pension, disability, insurance, medical care and etc. It enriched the Marxist social welfare and devotes to China's economic and social development.
