The Strategic Considerations section was expanded, to address issues identified by all the subgroups which were later agreed upon in plenary sessions The resulting intermediate version of the whitepaper was then used as the basis for reporting Workshop results at the XMSF Strategic Opportunities Symposium, held 6 September 2002 George Mason University(GMU)in Fairfax Virginia.
