Finances were a serious concern for the class of 1984 because the cost of attending college increased 39 percent while they were undergraduates. In 1983-1984 the typical student spent $6,032 while those at some private institutions spent $14,000. College costs have not changed substantially since the mid-1980s, and at the present time they remain a tremendous burden for many families and affect everything from how the student spends his summers to what career he chooses. Many families find that no matter how carefully they save to finance their children’s education, they do not have enough money. In the late 1980’s most colleges raised tuition and fees at twice the rate of inflation in order to finance increased faculty salaries, computers, libraries, laboratories and rising utility bills. A survey of 324 colleges showed that in the mid-1980’s, 59 percent of students at private colleges and 31 percent of those at public institutions received some form of financial aid. The survey found that students at independent colleges who were financially dependent on their parents borrowed an average of $1,965 and those at public schools borrowed $976. Interviews with other experts show that students from middle-income families are the most likely to take out loans because their incomes are too high to qualify for scholarships and grants but not enough to finance an education. To repay these loans, more students are taking off time to work before getting further education. They are concerned about running into debt during graduate or professional training. In most cases, students have to finance their graduate and professional education themselves because the amount parents can provide is usually limited. Parents may have other children to put through undergraduate school or want to set some money aside for retirement or an emergency such as a serious illness. Loans are the primary source for these students because there is not that much scholarship aid available from the government or private sources. Higher education is beginning to pay more attention to the problem of student debts. For example, the University of Chicago charges finishing graduate students less tuition because it has found that they are often hard up for money. In spite of the increased debts, few students fail to repay. “Ninety-five percent of our students who take out loans pay them back on time,” said Mr. Douma of the University of Wisconsin. “One thing that I think will have to be changed, though, is the repayment schedule.
