CON TEN TS International Politics 1 The Influence of National Strategic Preference on a Country's Willingness to Settle Territorial Dis- putes by Chen Shengwu Given the complicated international environment, every country would adjust its psychology and behaviors in accordance with its national strategy, and the willingness to settle territorial disputes,as part of a nation's psy- chology,is no exception.Putting the development of economy as a prioitity, preference for national security, and pursuit of international status have been the strategic preference of most countries since World War II.Re- sulting from different strategic preferences, there exist two types of countries,i.e.the radical and the restrain- ed,and hence, three different patterns in territorial disputes. 7 Study on Power in Diplomatic Negotiations:Case Study of the Negotiations of Sino-US Rapproche- ment1969-1972 by Zheng Hua The competition of power in international negotiation involves factors such as the international position of na- tion-state,the location of negotiation, leverage in the negotiation and the skills of negotiators. Therefore, the experienced negotiators will employ effective discourse to maintain, strengthen and even promote their posi- tion in the negotiation to seek the right of setting agenda. With the view of examining the real connotation of power in the negotiation, the writer puts three hypotheses on power and tries to verify them by an imdepth case study of Sino-US rapprochement. International Relations 13 On AS EAN's Strategic Orientation between China and the United States by Wang Guanghou AS EAN doesn't respond passively among the trilateral relationship of AS EAN,China and the United States. In order to safeguard its interests,AS EAN tries its best to balance the effect of China and the United States in Southeast Asia instead of choosing one of them. Both China and the Inited States are AS EAN's important part- ners. Therefore,it is ASEAN's strategy interests to promote its cooperation with China and the United States and keep the stability of Sino-U.S.relation. 18 American Realists'Offshore Balancing Strategy and Its Analytical Relevance to Sino-J apan Relations by Li Yongcheng Offshore balancing is a new strategic thinking of Ameircan realists on how the US maintains its preponderance. Layne focuses on the weaknesses of the US primacy strategy and the opportunities of multipolarity for the US; on the other hand,Mearsheimer derives his offshore balancing strategy from states'preference of "buck-pass- ing"mentality, while keeping "balancing"the last resort.Offshore balancing may well lead to the localization of balancing in East Asia, which may in turn give rise to challenges to China's peripheral diplomacy 23 U.S.-India Maritime Cooperation:Motivations, contradictions and Influences by Wang Xinlong In recent years, the United States and India have increased their cooperation maritime issues, which has impor- tant impacts on the security situation of the Indian Ocean as well as the pacific realm. There are four motiva- tions for U.S.-Indian maritime cooperation, that is,mutual strategic needs, balancing China's influences, shared ocean interests and India's "bardwagoning"strategy. But there are also many contradictions between the U.S.and India, such as the difference in basic objectives, the U.S.hegemonic policy, the development of China,U.S.and India relationship and other contradictions between the U.S and India. In the long run,the contradictions between the U.S.and India will undermine the maritime cooperation. 。79· 1994-2010 China Academic Journal Electronic Publishing House. All rights reserved.http://www.cnki.net© 1994-2010 China Academic Journal Electronic Publishing House.
