上充益大粤 Prospective Probability of Nuclear Energy's Prevalence in Civilian Usage 2020(The Thirteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China,2015).All these figures indicate that China is re-applying an active nuclear policy in spite of the disaster in Fukushima. From an international perspective,China is advertising its nuclear power technology to foreign countries as a part of the 'Going Out'strategy.Hualong One,which is a self-owned Gen-III nuclear power electricity conversion system, grabs much attention from the countries along 'the belt and road initiatives'.As a matter of fact,China has already signed a contract with Kenya about the Hualong One system and its improvements. This is another way of prevalence, internationally. 4.3.2 America's current policy-Prudently active Presently,America has 100 nuclear power plants in service with a total capacity of 99.08 million kilowatt and 5 plants under construction with a capacity of 5.63 million kilowatt. In the pro-Fukushima era,America insists on considering the nuclear power as a vital integral of its green energy structure, but will lay greater emphasis on the technology upgrading and research support. On one hand, the U.S.NRC(Nuclear Regulatory Commission)is re-drafting the norm of the nuclear waste disposal and will not give approval to any new applications of the nuclear power plants'building or lifetime extension unless the disposal problem gets a solution. However,it doesn't necessarily mean that America is adopting a negative policy. Actually,NRC is preparing for a secondary lifetime extension of power plants in 2017. On the other hand, the U.S.government provides great support on the technology research to fully mobilize the motivation of institutions, enterprises and universities. Universities cooperate with related national labs in simulation, innovation and testing etc. in order to achieve breakthroughs in some key fields. At the same time enterprises are encouraged to improve the commercialization and mass application of those useful results from experiments and theoretical deduction with the help of joint-investment policy between enterprises and the government. So we can conclude that America is now carrying out a prudently active policy towards nuclear power. 4.3.3 Japan's current policy-Active Just after the nuclear accident, the Japan government once abandoned the former 'The Plan for the Development of Nuclear Power'and propagated its 'Nuclear Abandon Strategy'.Nevertheless,on 15th July 2011,the former president had a dramatic change of his attitude to nuclear power. And since Abe Shinzo and his cabinet took their office on 16th December 2012,the nuclear power plants have been re-opened.On 11th April 2014, the new 'The Fundamental Plan of Energy Structure'defined nuclear power as a vital integral of the entire energy structure (Abe,2014).But Abe also proposed that the realistic basis of the re-use of nuclear power should be an enhanced safety standard. At 11/20Prospective Probability of Nuclear Energy’s Prevalence in Civilian Usage 11 / 20 2020(The Thirteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China, 2015).
