Assessment on disaster response and relief is used to identify impacts of disaster on society, need and priority of emergency rescue and relief, availability of relief resource, and feasibility of post-tlisaster to recover and expedite development. The assessment process typically comprises of 6 activities, in sequence, of preparedness planning, survey and data collection, analysis and interpretation, forecasting, decision-making, and monitoring. In terms of phases of disaster response and relief, the assessment is divided into initial rapid assessment and post-tlisaster detailed assessment Initial rapid assessment focuses on disaster situation and relief need and supports rescue and emergeney relief with background information while post-disaster detailed assessment focuses on impact of disasters on society, economy and ecological environment and serves post-lisaster rehabilitation and reconstruction Key words: disaster relief; disaster assessment; emergency aid; post-tlisaster rehabilitation and reconstruction o1994-2011ChinaAcademicJournalElectronicPublishingHouse.Allrightsreservedhttp://www.cnki.net灾 害 学 26 卷 [30] Scott R Lillibridge,Eric K Noji,Frederick M Burkle Jr. Disas￾ter assessment: The emergency health evaluation of a population affected by a disaster[J].
