It is also an important principle in TPP agreement. Competition Neutrality involves new trade and investment issues such as state-owned enterprises(SOEs), competition policy, and investment protection. It is a new tool used by developed countries to maintain their global competitive positions. Competition Neutrality is a new challenge to Chinas economic reform. Based on the case of US' action of promoting competitive neutrality principle into regional trade and investment agreements, the paper extends the analysis of international rules formation mechanism into a micro level. with the international political economy theoretical framework, this paper analyzes the motivation and benefit of US's promoting new generation high standard trade and investment rules.
