Risks and Social Security:An Explanatory Framework ZHANG Qilin ZHANG Xingwen Abstract:The world is now undergoing a risk society period full of kinds of risks which individual is unable to cope with.Modern social security systems have got remarkable achievements in dealing with industrial risks and safeguarding the basic life of social members.But since the crisis of welfare state,it is also undergoing profound changes.After studying the social risks and risk safeguard mechanisms at different development stages of society, we try to understand the process of interaction and change between risks and social security,to establish risk social security explanatory framework which regards social security as a kind of social risk management mechanism, and to bring some enlightenment to Chinese social security system reform.
