水权转移既是干旱区环境变迁人类影响因素的焦点，也是水资源规划的核心，还是流域水资源管理 的中心内容之一。本项目从考察干旱区水权转移及相应生态环境演化历史入手，划分不同阶段水权转移及 其生态环境特征，研究水资源利用、生态环境演化、绿洲稳定间作用机制，建立以流域尺度水循环、生态 环境及社会经济耦合系统为基础的流域演化模型，初步提出以水权转移为核心的干旱区水资源规划理论的 应用基础
