A preliminary design with several alternatives wascompletedin1988And in 1990 the Ministry of Transport made a decision on a project for amotorway between Salo and Lohja and chose the alternative for the final designThe Road Administration worked on completing the final design during 1992and 1993, before Finland joined the European Union in 1995 and before theFinnishEIAlegislation came into force on 1 September 1994However, in accordance with the Finnish EIA legislation, this project was stillsubject to a mandatory EIA
