Civil defense is the national program of the U.S.to safeguard civilian life and property.With the coming of the age of missiles and rockets,civil defense has become aprogram for national With the menace of missiles,people may be doomed by fallout(放射性尘埃) the dangerous radioactive particles or dust that is left in the air after a nuclear explosion.There is no practical way to protect people in the immediate range of a nuclear explosion.Civil defense,therefore,must be based primarily on a system of fallout shelt In 1961,the federal government of the U.S.began to survey to find shelter spaces in factories,office buildings,and other places.These shelters were to be stocked with essential supplies,marked for identification,and made available to the public in an emergency.
