IN January 1877 the Inspector General wrote to the then Statistical Secretary, announcing his intention to issae from the Customs Press a volume (or volumes) J926.1917.C51973 3411.0266151 70-38056 containing all the Treaties China has from the first made with Foreign countrics, I9B0-404-56910-2 all the Regulations drawn up to give effeet to the provisions of those Treaties,and such explanatory papers as in this connexion have from time to time appeared and appear desirable to be preserved." It was recognised from the outset that the contemplated work could only proceed very slowly towards completion,inasmuch as authentic oopies of the originals of the Treaties would have to be made,and the printing of these carried on,not as the sole,or even as the main,work of the staff entrusted with the task,but only as an incidental occupation for such time as oould be spared fro other more pressing demands. During the years 1877 and 1878 authenticated copies of no less than 16 among the moet important Treaties were made from the originals archived in the Taungli Yamen (Wai-wu Pu)and were sent to the Statistical Secretary,and under his supervision the printing was begun.Several months had sometimes to be allowed to elapse after the completion of a Treaty before a fresh one oould be undertaken, and the work of printing progressed slowly:but Io years after it was begun a volume was completed containing all the Treaties made up to 1886 of which copies could be obtained.Of this volume only 5o copies were printed,and they were isaued for the use of the Customs offices. The work was again taken up in 1906,and since then every effort has been made to obtain copies of all Treaties having a general interest and concluded upto the actual date of printing. The system of arrangement adopted has been to place the nations in the order in which they first entered into Treaty relations with China;so that Russia,whose first Treaty was made in 1689,comes first;Great Britain,whoee first Treaty was signed in 1843,comes second;and the list will end with the Congo Free State, which entered into Treaty relations with China in 1898.Exoeption is made in three cases:the International Protocol of 1o is inserted after the Russian,and before the Reprinted from the edition of 1917,Shanghai,2nd.edition British,Treatics;the Agreement relating to the Revised Import Tariff ofo is First AMS edition published,1973 Manufactured in the United States of America Intemational Standard Book Number: Complete Set:0-404-56910-2 Volume I:0-404-5691l-0 AMS PRESS,INC.
